Question regarding Strategy in my specific area

Yar, I be starting late in the game on an advanced set o' isles. All the mines are ~20lvl. Added be with me research, and I have little gold fer troops, setting aside that my town halls be ~14lvl.

Most of the other players on me isles are stronger than me and in co hoots with some swallywags that must be lurking by. There are a few free agents, but they be also strong.

I be planning on building up me cities some more, but in the mean time, what would ye all recommend I do? Pirate wise.
